<p>“Anyone with landowner approval and a valid application gets a permit for the <a href="http://www.outdoorcentral.com/tag/antlerless-elk"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with antlerless elk">antlerless elk</a> hunt,” Shook said. Two <a href="http://www.outdoorcentral.com/tag/either-sex-permits"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with either-sex permits">either-sex permits</a> will be chosen by random draw, although a landowner who granted permission to hunt has the option to choose among certified hunters.</p>
<p>The hunt is a step to help landowners who have had problems with elk damaging property. Hunts and <a href="http://www.outdoorcentral.com/tag/habitat"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with habitat">habitat</a> work are tools used to control and contain the elk population. “We’re pretty conservative (with quotas and permits) when we start a hunt in any zone,” Shook said. “We’re trying to improve the <a href="http://www.outdoorcentral.com/tag/habitat"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with habitat">habitat</a>, steadily reshaping it to attract elk.”</p>

<p>The 2009 <a href="http://www.outdoorcentral.com/tag/spring-turkey"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with spring turkey">spring turkey</a> season begins April 15 and consists of six, 5-day periods (Wednesday through Sunday) that end on May 24. Applications postmarked after the Dec. 10 deadline or filled out incorrectly will not be considered for the drawing.</p>
<p>Successful spring permit winners can expect to receive a postcard by early February notifying them of the zone and time period they have drawn. Permit winners must then obtain their permit from any license vendor beginning March 4, 2009. A tie-on carcass tag will be printed at this time. Except for <a href="http://www.outdoorcentral.com/tag/conservation"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with conservation">Conservation</a> Patron or Senior Citizen Recreation Card holders, all applicants successful in drawing a permit must also purchase 2009 <a href="http://www.outdoorcentral.com/tag/spring-turkey"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with spring turkey">Spring Turkey</a> License and 2009 <a href="http://www.outdoorcentral.com/tag/turkey"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Turkey">Turkey</a> Stamp approval. Permits remaining after the initial drawing will be issued for sale one zone per day on a fist-come first-served basis. Leftover permit sales will begin after March 4, 2009 at a date to be announced later.</p>

Permits used during the youth hunt can be for any <a href="http://www.outdoorcentral.com/tag/hunting"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Hunting">hunting</a> period of the spring 2009 season, but <a href="http://www.outdoorcentral.com/tag/youth-hunters"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with youth hunters">youth hunters</a> are restricted to the <a href="http://www.outdoorcentral.com/tag/turkey"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Turkey">turkey</a> management zone for which the permit was issued.</p>

If unsuccessful during the two day youth hunt, the youth may use the unfilled permit during the time period and in the zone for which it was issued (e.g., Zone 1, period B). A permit that was used to tag a <a href="http://www.outdoorcentral.com/tag/turkey"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Turkey">turkey</a> during the two day youth hunt may not be reused to harvest an additional <a href="http://www.outdoorcentral.com/tag/turkey"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Turkey">turkey</a> during the time period for which the permit is valid. <a href="http://www.outdoorcentral.com/tag/youth-hunters"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with youth hunters">Youth hunters</a> must be accompanied by an adult 18 years of age or older during the two-day youth hunt. <p>The DNR-funded mark-recapture study, conducted by the University of Wisconsin – <a href="http://www.outdoorcentral.com/tag/madison-department-of-wildlife-ecology"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Madison Department of Wildlife Ecology">Madison Department of Wildlife Ecology</a>, estimates the black <a href="http://www.outdoorcentral.com/tag/bear"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with bear">bear</a> population in Wisconsin is actually closer to 26,000 animals, nearly double previous estimates that were based on observations.</p>
<p>Based on this information the <a href="http://www.outdoorcentral.com/tag/bear"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with bear">bear</a> committee has recommended a total of 6,950 permits for the 2009 season, an increase of 50 percent over the number available in 2008. Permit levels proposed, by the committee include: Zone A: 2,585, Zone B: 1,100, Zone C: 2,040, and Zone D:1,230.</p>
<p>The 2009 <a href="http://www.outdoorcentral.com/tag/bear"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with bear">bear</a> <a href="http://www.outdoorcentral.com/tag/hunting"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Hunting">hunting</a> season begins Sept. 9, the first Wednesday after Labor Day, and runs through Oct. 13. Hunters who hunt with the aid of dogs will go first next year in those management zones open to <a href="http://www.outdoorcentral.com/tag/hunting"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Hunting">hunting</a> <a href="http://www.outdoorcentral.com/tag/bear"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with bear">bear</a> with dogs. There were 34,529 hunters who submitted applications for 4,660 available Class A <a href="http://www.outdoorcentral.com/tag/bear"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with bear">Bear</a> Harvest permits in 2008. A total of 81,453 hunters applied for either a harvest permit or a preference point. Hunters who apply for but do not receive a <a href="http://www.outdoorcentral.com/tag/class-a-harvest-permit"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with class a harvest permit">Class A harvest permit</a> will receive a preference point for the next year’s drawing.</p>

<p>In 2006, the most recent year for which statistics are available, <a href="http://www.outdoorcentral.com/tag/anglers"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Anglers">anglers</a> spent 11 million hours sitting on an overturned bucket or shacked up in an <a href="http://www.outdoorcentral.com/tag/ice-shanty"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with ice shanty">ice shanty</a>, waiting for a red flag to fly.</p>
<p>They caught 14 million fish and kept just under half of them, according to a statewide mail survey of <a href="http://www.outdoorcentral.com/tag/anglers"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Anglers">anglers</a> the DNR conducted in 2006.</p>

First or early ice may promise the most <a href="http://www.outdoorcentral.com/tag/fishing"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Fishing">fishing</a> success, but it can also pose the greatest risk if <a href="http://www.outdoorcentral.com/tag/anglers"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Anglers">anglers</a> aren’t careful, recreation safety officials say.</p>
<p>“Ice is always unpredictable, and that’s particularly true early in the ice <a href="http://www.outdoorcentral.com/tag/fishing"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Fishing">fishing</a> season,” says Gary Eddy, the Department of Natural Resources <a href="http://www.outdoorcentral.com/tag/conservation"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with conservation">conservation</a> warden who administers the snowmobile and ATV safety programs.</p>
<p>State <a href="http://www.outdoorcentral.com/tag/conservation"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with conservation">conservation</a> wardens caution that ice is never viewed as safe, but general guidelines suggest at least 4 inches of clear ice is necessary before someone walks on a frozen waterbody; at least 6 inches before driving a snowmobile across ice, and 8 to 10 inches before traveling in cars or light duty trucks. “Those guidelines are only if the ice is real solid and clear,” Eddy says.</p>
<p>He offers these other tips for staying safe:</p>
<ul>

<div style="text-align: left;">Contact local sport shops to ask about ice conditions on the lake or river you want to fish.</div>
</li>
<li>
<div style="text-align: left;">Do not go out alone, carry a cell phone, and let people know where you are going and when you’ll return home.</div>
</li>
<li>
<div style="text-align: left;">Wear proper clothing and equipment, including a float coat to help you stay afloat and to help slow body heat loss; take extra mittens or gloves so you always have a dry pair.</div>
</li>
<li>Wear creepers attached to boots to prevent slipping on clear ice.</li>
<li>Carry a spud bar to check the ice while walking to new areas.</li>
<li>Carry a couple of spikes and a length of light rope in an easily accessible pocket to help pull yourself – or others – out of the ice.</li>
<li>Do not travel in unfamiliar areas or at night.</li>
<li>Know if the lake has inlets, outlets or narrows that have current that can thin the ice.</li>
<li>Look for clear ice. Clear ice is generally stronger than ice with air bubbles in it or with snow on it.</li>
<li>Watch out for pressure ridges or ice heaves. These can be dangerous due to thin ice or may be an obstruction you may hit with a car, truck or snowmobile.</li>

<p>Hunters are reminded that the Dec. 11-14 <a href="http://www.outdoorcentral.com/tag/antlerless-hunt"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with antlerless hunt">antlerless hunt</a> will include the <a href="http://www.outdoorcentral.com/tag/central-forest-deer-management-units"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with central forest deer management units">Central Forest deer management units</a> 53, 54A, 55, 56, 58. These units had been excluded from an October antlerless deer hunt in 2008 because hunters in these units had met a 2:1 antlerless to antlered deer harvest ratio over the previous two seasons. These units could be included in future October antlerless hunts if the 2:1 ratio is not met during the 2008 seasons.</p>
<p>In <a href="http://www.outdoorcentral.com/tag/regular"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Regular">regular</a> deer management units hunters will need a unit specific $12 antlerless carcass tag. These are limited in number but are still available in 8 of 22 <a href="http://www.outdoorcentral.com/tag/regular"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Regular">regular</a> units in this year’s hunt. A list of units with permits still available can be found on the DNR Web site.</p>
<p>Hunters are advised to consult the 2008 Wisconsin Deer <a href="http://www.outdoorcentral.com/tag/hunting"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Hunting">Hunting</a> Regulations for specific tagging and weapon regulations for the deer management unit or state park in which they plan to hunt.</p>
<p>The statewide December <a href="http://www.outdoorcentral.com/tag/antlerless-hunt"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with antlerless hunt">antlerless hunt</a> was created in 2006 following <a href="http://www.outdoorcentral.com/tag/hunting"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Hunting">hunting</a> groups’ request for additional opportunity to hunt antlerless deer. Hunters also requested, and the Department of Natural Resources made available, a limitless supply of $2 <a href="http://www.outdoorcentral.com/tag/antlerless-deer-carcass-tags"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with antlerless deer carcass tags">antlerless deer carcass tags</a> in <a href="http://www.outdoorcentral.com/tag/herd-control"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Herd Control">Herd Control</a> and <a href="http://www.outdoorcentral.com/tag/earn-a-buck"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with Earn-a-Buck">Earn-a-Buck</a> units to assist hunters in pressuring overpopulated deer management units downward, closer to population goals.</p>

<p>Since 2000, hunters have donated more than 63,000 deer and 2.8 million pounds of <a href="http://www.outdoorcentral.com/tag/venison"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with venison">venison</a> to this program. There is no cost to the hunter other than transporting the registered carcass to a participating processor.</p>

<p>INGREDIENTS: 1 to 2 pounds of <a href="http://www.outdoorcentral.com/tag/venison"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with venison">venison</a> steak, 1/3 cup soy sauce, 1 Tbsp. brown sugar, 1 Tbsp. vegetable oil, ½ tsp. ground black pepper, ½ tsp. ground ginger, ½ tsp. garlic powder.</p>
<p>PREPARATION: Combine all ingredients and marinate overnight (if possible). Cook on a hot grill or over an open fire, basting occasionally with reserved marinade. Cook until meat is slightly charred outside, but still pink inside. Do NOT overcook. Serve with a rice dish.</p>

<p>INGREDIENTS: 2 lbs. frozen <a href="http://www.outdoorcentral.com/tag/venison"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with venison">venison</a> round steak, milk or salt water, flour, salt, pepper, garlic powder, 1 medium onion, sliced thin and ringed, 1 loaf of French bread, butter or margarine, shredded cheddar or pepper jack or sliced Swiss cheese.</p>
<p>PREPARATION: Thaw meat until it begins to soften but still has ice crystals. This makes it easy to cut into wafer-thin slices. Soak overnight in milk or salt water if necessary to remove gamey taste.</p>
<p>Season meat with salt and pepper. Dredge in flour and brown in a skillet over medium heat, using a small amount of oil. Add ½ cup of water, cover with onion rings and simmer until meat is tender. Slice bread lengthwise and spread butter or margarine on both sides. Sprinkle with garlic powder. Cover lower half of loaf with <a href="http://www.outdoorcentral.com/tag/venison"  class="st_tag internal_tag" rel="tag nofollow" title="Posts tagged with venison">venison</a>, then top with onions and cheese. Put top of loaf on to and wrap in foil.</p>
<p>Bake at 300 degrees until top of bread is crisp. Cut into individual servings and top with pickle, peppers, tomatoes, etc.</p>

<p>PREPARATION: Mix the dry ingredients and add them to the wet ingredients. Roll the mixture out to about .5 inch thick. Cut into appropriate shapes with cookie cutters and bake at 350 to 400 degrees for 25 to 30 minutes, or until crisp. Store in an airtight container in the refrigerator or freezer.</p>
