DNR Announces Over $1 Million in Grants For 26 Lake and River Enhancement Projects in 26 Counties

More than $1 million in grants will go toward care of 26 of Indiana’s waterways this year through the DNR’s Lake and River Enhancement (LARE) program, part of the DNR’s Division of Fish and Wildlife.
“Boaters make these grants possible through the Lake Enhancement Fee paid when they register their boats,” said DNR director Robert E. Carter Jr. in announcing the awards. “These funds, in turn, provide money for projects targeted to protect and enhance the very resources used in aquatic recreational pursuits, including fishing and boating.”
The 26 projects approved total $1,055,110, and were submitted by local sponsors and include the commitment of each to share a portion of the total project cost.
“The LARE grants provide crucial financial assistance to local groups in tackling natural resource issues that can be very expensive and perhaps impossible for them to address on their own,” said Jim Ray, section chief for the LARE program.
Ray added that these projects can require years of planning and diligence to complete. The grants for 2008-09 feature both biological and engineering projects, including diagnostic, design, and engineering feasibility studies, as well as construction projects. Several watershed land-treatment projects received funding to provide assistance to landowners with water-quality concerns near locally important streams. These grants complement the $1.19 million in more specifically targeted LARE grant awards that Carter announced in March to address nuisance aquatic vegetation and dredging of sediment.
Funding for the newly announced targeted projects comes from the LARE fee paid annually by boat owners to the Bureau of Motor Vehicles, which is a variable fee based on the value of the boat when new.
“A positive local and state economic impact occurs with access to improved water resources,” Ray said. “People are able to more fully enjoy boating, fishing and other activities, while at the same time supporting projects that enhance and improve the aquatic environment for fish and other inhabitants of Indiana’s waters.”

Boats Must Display Orange Decals

North Dakota boats displaying a green registration decal have an expired license, reminds Nancy Boldt, boat and water safety coordinator for the state Game and Fish Department.
The current registration, which runs from Jan. 1, 2008 through Dec. 31, 2010, is an orange decal. All boat registrations with a green decal expired Dec. 31, 2007.
Boat registrations can be renewed online at the Game and Fish Department’s website, gf.nd.gov. To renew a boat registration, access the online services link and click on “watercraft registration and renewals.”
Also, anyone buying a new or used watercraft can register online and generate a 10-day temporary permit that is valid until the registration is processed.
Renewal notices for the current three-year period were mailed in December. Boat owners who have not received a renewal notice, or have misplaced it, should contact the department at 701-328-6335.

HONOLULU — The Department of Land and Natural Resources’ (DLNR) Division of Boating and Ocean Recreation (DOBOR), in cooperation with ehawaii.gov, has launched a new on-line service for owners of boats and other vessels registered in the State of Hawai‘i. Vessel owners can now renew their registration, purchase ramp use decals, and order replacement registration cards on-line at www.vessel.ehawaii.gov/vessel/
.
“The state’s on-line vessel registration system is expected to make renewals easier and much more convenient for Hawai‘i vessel owners,” said Laura H. Thielen, DLNR chairperson. “Technology now allows boat owners to perform certain transactions and update their data around the clock from anywhere in the world through a simple and secure process available on the Internet,” said Thielen. “This on-line service should be especially useful for out-of-state vessel owners, people traveling abroad, and even for those who are just unable to get to a harbor office because of a busy schedule.
“Going on-line also provides federal, state and county law enforcement agencies real-time access to vessel information that will help ensure public safety. Accurate, up-to-the-minute information about boats and other vessels has become critical to maintaining security in our near-shore waters since 9-11,” added Thielen.
At the completion of the on-line renewal process, a temporary registration card and a receipt can be printed for record keeping while the vessel owner waits for the actual registration card or ramp use decal to arrive within two to three business days.
DLNR announces new online vessel registration system
Transfers of vessel ownership and first-time vessel registration will still need to be done over the counter at DOBOR offices because proofs of ownership, bills of sale and other key documents will have to be inspected and duplicated by DOBOR staff for filing.
All motorized vessels, unless documented with the U.S. Coast Guard must be registered with the State of Hawai‘i to operate in State waters.
This new on-line service is part of a continuing effort by the Lingle-Aiona Administration to bring more government services on-line. It will also be featured on the DOBOR web site at www.hawaii.gov/dlnr/dbor/

The On-line Vessel Registration Renewal application was created through a partnership with the Department of Land and Natural Resources’ Division of Boating and Ocean Recreation and the state’s Internet Portal Manager, Hawai‘i Information Consortium. The service is one of many on-line services for citizens and business offered through the state’s official Web site, eHawaii.gov (www.ehawaii.gov
).
DOBOR operates and manages 21 harbors, 50 ramps, 2,122 moorings and berths and 19 piers across the state. The division works in close partnership with DLNR’s Division of Conservation and Resources Enforcement and the U.S. Coast Guard to make near-shore waters safe. The division is also responsible for registering all vessels in Hawai‘i which are not documented by the U.S. Coast Guard and for regulating and permitting surf meets, canoe and yachting regattas, ocean swimming events and other ocean events with the concurrence of the U.S. Coast Guard. Hawai‘i Information Consortium (HIC) is a Hawai‘i corporation that manages the official state Web portal, www.ehawaii.gov
